This is taken from the Norwegian Getaway kid's pool play area in May of 2014, but certainly may apply to NCL's other ships also.
No lifeguard on Duty.
No Jumping or Diving.
Running is not permitted in the Pool Area.
No beverages, food or glass permitted.
Shower before entering the facility.
Children under 12 must be accompanied by an adult.
No children in diapers or who are not toilet trained.
Take children on frequent bathroom breaks.
Please use handrails when entering or exiting the pools. Surrounding surfaces may be wet.
Please use caution when walking around the pool areas, the surfaces may be wet.
Caution: Pool Deck Surface may be hot, wearing footwear is recommended at all times.
Do not use these facilities if you are experiencing diarrhea, vomiting or fever.
Children, pregnant women, elderly persons, individuals on medications or who have underlying medication conditions, those suffering from heart (ailments) such as cardiovascular disease, diabetes, high or low blood pressure, anyone using anticoagulants, vasoconstrictors, vasodilation, stimulants, hypnotics, narcotics, tranquilizers and those who are immune compromised, are warned against using the pool.
Bather load # is a maximum of 26 people.

With regard to rule #6, we often saw kids younger than that playing there themselves. Also there were plenty of non-potty trained kids 2 and younger there as well (rule #7). Rule #13 is kind of funny saying basically "Children" are not recommended at the Kid's Pool.
